[The_herald] Unnamed News - need replies ASAP

If there's not running water and soap, it's on a level with a port-a-pottie,
which is gross.  The CCC shelter cost way more than it is worth.  We can get
about the same amount of shelter from tree cover in certain areas, and the
picnic tables are not that huge of a step up from the ground.  It would be a
complete waste of the shire's $100.
